Agencies are like Eskimo villages. Some live on seal meat. Some live on whale meat.
There are a lot of seals out there, so they can always catch one. But they have to be hunting all the time, because seal meet runs out fast. Whales don’t come along all that often, and hunting one down takes a lot of effort. But when one is caught, the village eats well for a long time.
